　　1) It is favorable to environment. It reduces carbon emission and slowsdown the exhaustion of resources, which can realize the sustainable developmentof limited energy.

　　有利于保护环境，减少碳排放量，减缓能源消耗，可以实现有限资源的可持续发展。

　　2) This practice fosters a favorable social atmosphere for environmentprotection. To be specific, this limit will arouse people’s awareness ofenvironmental situation and, therefore, make greater efforts for the improvementof it.

　　形成了人们的环保意识，因此可以帮助他们更好地为保护环境做努力。

　　3) This restriction can promote the development of energy savingtechnologies and that of innovative means of traveling. With the airplanelimited, people will certainly work on more oil-efficient alternatives forit.

　　限制飞机或者汽车可以促进对于节能减排技术和交通方式的研究和发展，人们可以使用更多的节能工具。

　　Against:

　　1) It brings inconvenience to travelers. If airplanes are restricted,people traveling long distances would have to spend much time on the way.

　　限制飞机或者汽车，对于出游旅行十分不方便，人们可能会花费更多的时间，尤其是远距离旅程。

　　2) This policy would be unfavorable to the economy. To be specific, itwould cause the income decrease of airlines and even the bankruptcy of them.

　　对于经济发展也很不利，会引起飞机航天业的收入的下降，甚至是这部分人员的失业。

　　3) It is harmful to social equality. If this restriction is introduced, theordinary people would be deprived of their equal right to fly. Flying will thenbe monopolized by the privileged class.

　　社会平等会受到影响，普通人可能不能坐飞机了，只有一些富有人群可以使用此类交通工具，出现垄断现象。

　　4) The effectiveness of this policy in improving environment is highlyquestionable. Limiting air travel will simply cause the rise of the use of othermeans and will make little difference to the total pollution and carbonemission.

　　至于减少飞机或者汽车能保护环境的实际效果是值得怀疑的。目前还没有具体的数据或者调查研究指出，环境问题很大程度上与飞机的过度使用有关。

　　5) It is unfavorable to international relations. To be specific, itincreases the difficulties to the communication between peoples of differentcountries.
